A Month in the Rain Forest<br />

<p><big>This was my<span style="font-weight: bold;"> </span>second  trip to Nyungwe National Park. This time, the task at hand was the  installation of two repeaters in the park, which included two fairly  good mountain ascents.  The project was part of a USAID effort  administered by The International Resources Group to improve  eco-tourism.  In this case the repeaters were installed  to track habitat, assist tourism, stop poachers, and generally  police use of park land.  The area is between 6,000 &#8211;  10,000 ft in elevation.  Temperatures  are mild despite being located very close to the equator.  Daytime  temperatures never seemed to exceed 75. </big></p>

A short note on the tea plantation is that the workers who pick tea leaves get about 38 Rwandan Francs per Kilogram. which is about 7 cents.  A kilogram is a bit over two pounds, and is similar to collecting feathers. Yes, the concrete was carried up also.  The installation of the antenna went extremely well.  Lots of help, lots of satisfaction, and a great deal of relief from me.</p></div>

<p>I never even dreamed that I would visit the Himalaya, less work there.  Now, I will work in the Himalaya over the next two years, taking six trips in total. The specific area is the eastern most tributaries of the Indus River which eventually flow through Pakistan.  There are four river tributaries of the Indus River that flow through the Indian portion of the Himalaya.  International accord provides that the water from the northern two tributaries of the Indus River that flow through the Himalaya of India would belong to Pakistan.  The water from the southern two tributaries to the Indus River would belong to India.  The Beas and Satluj Rivers, the two southern branches of the Indus River that flow through the Himalaya of India, is the focus of this project.  The treaty allows India to use all of the water essentially letting no water from these two river flow into Pakistan, in exchange, India would not divert any water from the rivers that Pakistan.  Being so close to a politically unstable Pakistan had me a bit concerned. As is often the case, I was well cared for by the people of the region, and there was sincere appreciation in having the assistance that I could provide.</p>
<p>My work was as an expert in data acquisition(which means the automation and delivery of water and weather information in real-time) as part of a team formed by the Danish Hydrological Institute (DHI), India. DHI was tasked with developing a decision support system.  The decision support system will evaluate an enormous amount of data, some of which will come from the data acquisition system that I will be designing.  The information will be subjected to further computations and factored into a set of rules.  The result is a system that operates with great efficiency, thus saving the hydro-power operator millions of dollars over the years to come.</p>
<p>The area is immense, and the number of key measurement points (river level and precipitation) are numerous.  We will also be designing the network for additional stations, including snow water content stations in the higher reaches of the Himalaya.  My work here will be performed over the course of two to three years.</p>
<p>The following are images and thoughts that chronicle my first visit to the Himalaya.</p>

<p>This is my first trip to the Middle East.  This is a USAID funded project to provide a flash flood warning system in the mountains above Aqaba, Jordan (at least the part I am involved with). Aqaba, Jordan  rests on the Gulf of Aqaba, which feeds into the Red Sea. The coastline of the Gulf of Aqaba is shared between Jordan, Israel, Egypt, and Saudi Arabia.  From the shores of Aqaba, Israel and Egypt and probably both within 20 miles of Aqaba, which rests on the opposite shore.</p>
<p>The reason I am there is because there has been loss of life and damage  to commercial enterprises in Aqaba due to flash floods, with the most recent flood occurring in February of 2006.  Innovative Hydrology joined CDM in providing a flash flood warning system. The goal of this trip was to investigate the watershed and evaluate where the precipitation and river level monitoring automated stations are to be placed.</p>
<p>I found that the shores of Aqaba is stunning, with water that closely resembled that surrounding the Greek Islands in the Mediterranean. February was a beautiful time to go, with temperatures in the 70&#8217;s, which is in contrast to temperatures in the summer that regularly exceed 100 degrees.</p>

I never did go swimming though, as a one week stay with a 10 hour time change, while working all day didn't leave much time for anything more than work and sleep. <p align="center"><span style="font-family: Comic Sans MS;">Hello family, friends, and  anyone else who may stumble on the page.  This is my sequel to my first page, which I put together in June 2004.  I started my time in Australia in  May, just as the northern hemisphere was moving out of winter, just in time  to experience winter in the southern hemisphere.  Alas, I am coming home in October, just in time for&#8230;..winter in the northern hemisphere!</span></p>
<p><span style="font-family: Comic Sans MS;">Here is where I chronicle  things that I find interesting, or just brings a smile across my face.  My time  in Australia has been incredible.  Here is my pictorial, pretty much seeing Australia as I have seen it.  I have about 40 more days here (though my business visa expired a couple of weeks ago). The immigration officer  had a very quotable statement when I told him about my expired visa.  He pretty  much told me&#8230;.We are glad you are concerned, as most people don&#8217;t seem to care.  No worries mate!<br />

<p><span style="font-family: Comic Sans MS;">First, a few little facts about Australia.  Australia boasts a population of nearly 20 million people, which is less than the State of Texas, and less than the population of  just Southern California alone.  The land mass is comparable to the United States, with just far less fewer people.  It really is a land of enchantment, and is all what I thought Australia might be.  Its  ruggedness and lack of people makes the raw beauty something I have never seen  before.</span></p>

<p style="text-align: left;">Colombia, South America.  This was my third trip down here.  There is plenty of work in my field, which is all good.  I was warned by almost everyone I spoke to about traveling down here, but I found the land very pleasant, and the climate much unexpected.  I spent most of the time in Bogota, which is one of the highest capitals in the world, at the elevation of 8,600ft or so.  This is fortunate, because what could have been tropical and very uncomfortable weather turned out to be just about perfect, with daytime hi temperatures never getting into the 80&#8217;s, and nighttime temperatures equally comfortable.</p>
<p style="text-align: left;">I decided to bring my youngest daughter on this trip to help me with the language as she speaks very good Spanish (Yes!! Those years of education did pay off!).  She was a total joy to be with, and we man adventures on this journey, which I am certain will give us both great memories.</p>

<p style="text-align: left;">Rwanda! This my first trip to Africa.  I worked in the Nyungwe National Park which is located in the south-west corner of Rwanda. My work entailed the modernization of the radio communications infrastructure within the park so that park rangers could effectively do their job in tracking wildlife, deterring poachers, and generally supporting the park.  This is no small feat, as the terrain is very complex.  This was a USAID project with the sole intent to purely help a people with no other apparent geopolitical/geoeconomic agenda.  The project is intended to support ecotourism through improved biodiversity conservation in Rwanda, and in particular aiding the Nyungwe National Park in managing the natural beauty of the park, both flora and fauna. The Nyungwe National Park is located just 2 degrees south of the equator. I was expecting a hot humid climate, but was pleased to find the altitude of the park to be between 6,000 and 10,000 ft, which equated to perfect temperatures during the day time, and equally comfortable temperatures in the evening. This is my most amazing trip of the year, a year where I have traveled to many beautiful places.  This was spectacular on a different level. The situation here is about the most primitive that I have experienced.  There is virtually no vehicle use outside of Kigali, the capitol, as most the residents appear to walk from place to place. The jungle, which was the location of my work, was captivating. A true rain forest, though my visit was in the dry season. The park is home to monkeys and wild pigs.  The last surviving elephant was killed by poachers in 1999.  The park intends on reintroducing the elephant, and with a growing number of park rangers and trackers, the survival of the elephant would appear optimistic. This was just a much different trip.  As I started my trip out of Kigali, I noticed that being white was of great interest to the people of Rwanda, especially when one travels away from the city center. In the coming days I would see this played out as I visited very small rural communities where I was likely first white person that the communities had seen.  I was greeted by chants of &#8220;muzung&#8221; (white person) at some places.  I don&#8217;t think there was a person who didn&#8217;t wave to me as I passed by.  When I waved back they seemed delighted. Unfortunately, Rwanda is also known as the location of the &#8220;Genocide&#8221; which occurred in 1994 at a time when the world stood by and watched a people being brutally decimated.  The rate of death was over 5 times that of Holocaust.  There was no attempt to conceal what was going on as in Germany&#8217;s case. In a few short months one million people had perished by machete, hoes, rocks, you name it.  If you didn&#8217;t want to be killed so brutally, you could give your assailant money and they would use a bullet. Humanitarian aid to address famine was used almost exclusively to feed the military. Ambulances were used to transport military goods, and World Bank and International Monetary Fund loans were used to purchase enough weapons to arm every citizen. During the years preceding the genocide, Rwanda became the third largest importer of weapons in Africa, with both France and Egypt being the greatest benefactors of arms sales. France&#8217;s interest in Rwanda was to further develop the French language and culture, as many countries in Africa were already developing as English speaking countries. Amazing that this would occur as recently as 1994. The events that followed in Rwanda were devastating.</p>
<p style="text-align: left;">The country now is healing.  The National Park is truly stunning. The following pictures are my usual mixture of work photos combined with a few observations that I found fascinating.</p>

<p>Consider telecommunications infrastructure that will allow the operation of the network over a large area comprised of complex terrain in remote areas.  Design solution and provide specifications to entities in Colombia. The eventual recommendation included a telecommunications system that would relay the information via satellite in real-time, complete with durable sensors that could withstand the harsh environment of the Rio Bogota.</p>

<p>The Croatian Meteorological and Hydrological Service of the Republic of Croatia requested assistance to develop a comprehensive plan for the modernization of the national meteorological and hydrological observational networks as well as for modernization of other infrastructure components for weather, water, and environmental monitoring and forecasting capabilities.  The efforts included:</p>
<p><strong>Activities undertaken include:</strong></p>
<ul>
<li>Evaluation of radar network coverage and suggesting enhancements to existing radars and inclusion of additional radars to provide improved coverage of storms coming in from over the Adriatic Sea.</li>
<li>Evaluation of digital processing capability for the development of a national prognostic meteorologic and hydrologic modeling center.</li>
<li>Evaluation of upper air monitoring network.  Enhancements to existing upper air measurement facilities and addition of upper air sites as required to improve prognostic modeling effort.</li>
</ul>
<p>Adverse weather and flooding and associated environmental problems had cost the Croatian economy around $250 million USD annually, severely impacting the quality of life of citizens and economic development.  The impact of flooding in recent years has made it essential that Croatia modernize environmental monitoring and forecast activities, including improved weather sensing systems such as a network of radars, and reliable high-speed data communications infrastructure.  Accurate weather and flood forecasting is especially important in the region because of the rapid onset of dangerous conditions. The project included addressing all these needs.  A complete analysis of infrastructure was produced from which a requirements document was generated.  The government of Croatia is now on their way in modernizing the weather monitoring capabilities which will not only serve Croatia but the entire region.</p>

<p><strong>Objective:</strong></p>
<p>The Bulgarian Government requested assistance in the development of a national environmental and flood monitoring system.  This system would augment the capabilities developed in the ongoing Integrated Emergency Management System that is already supported. Bulgaria lacked the ability to detect and respond to environmental disasters.  Major flood along the Danube River had historically wrecked havoc up the nation. Flooding in recent years caused nearly $100 million USD in damages while affecting 2 million people.  Over 6,300 buildings were damaged in the process. This project included a complete analysis of the country of Bulgaria’Äôs ability to provide flood forecasts which led to recommendations that would not only include infrastructure changes, but also changes in the science (i.e. forecast models) using up to date technologies including early warning through improved flood forecasting, now-casting through the use of tools such as a sophisticated radar network, and emergency response action items. A detailed report was provided to the United States Trade and Development Agency outlining a course that if implemented would result in mitigating the loss of property and lives from extreme weather events, such as floods.</p>
